I mentioned this to Alan last week that it looks like the admin is not being shipped with Jam. I actually just copied it from the WAR version (/bluedragon/*). Just be sure to save a copy of your bluedragon.xml config file that comes with Jam first before copying over or you will loose some of the configuration that Jam offers.
