If the windows installation follows the same basic file layout as the
linux installs, copying the files into the lib directory only updates
the engine, and not the admin.

To update the admin, you'd need to:
copy the directories "bluedragon", "demo" and "manual" from the
exploded WAR file
to the equivalent windows directory /opt/openbd/tomcat/webapps/ROOT
(replacing the opt directory with wherever the base install is for
windows).

Once you do that, and restart tomcat, the admin should be updated.

If you experience success, please try to document your steps on the
wiki, and make a new page detailing the steps on your installation, as
I'm sure it will help others in the future. (You can use
http://wiki.openbluedragon.org/wiki/index.php/Upgrading_VivioTech_Installation:Linux
as a starting point/template for your page...)
