Each "host" need its own "WEB-INF" and "bluedragon" directory for it to run as web application. For some (for me) this works out fine, for others it doesn't and therefore Jordan made the OpenBD installer script which creates a "general" WEB-INF and bluedragon dir so you don't need one in each webapp directory.
