* Are you using the Eclipse plugin or the OpenBD Desktop?
* If you are using the Desktop, did you start the webserver via the
Desktop and then stop it first?  I've gone that error when I've tried to
upload a project without starting the webserver via the Desktop at least
once.
* Did you create your AppID in your Google GAE account first?  You need
to register the AppID before you can upload anything.
* Check your Google Email and password.  That error can happen if you
typed your password wrong.
