I don't use IIS for my openbd, so I dunno squat in that area, but...
Always check permissions when dealing with wacky zanny file stuff.
Are you set up with a specific port for running openBD?
like http://localhost:[PORT NUMBER]/RWT_clone ??
Perhaps you can put a simple image in the dir you think you're calling,
and see if that is browsable.
Sure, "browsable" is a word, right?
