Cool. That's exactly what I was going to recommend. =)
You just have to update the Tomcat libs in order to update it.
Occasionally there are updates to the webapps and so forth that are
distributed with Tomcat, so just review the patch notes and update those
as you see fit.

Actually figured it out:
1. Stop openbd service
2. Backup all files in /opt/openbd/tomcat/lib
3. Download the latest tomcat tar from http://tomcat.apache.org and
extract to a temp location
4. Copy all the files from your extracted tomcat's temp location's /
lib directory into /opt/openbd/tomcat/lib directory overwriting
existing files
5. Start openbd service and check the tomcat version which should be
now set to the latest version.
tested this by upgrading tomcat 6.0.29 to tomcat 6.0.32
If you run into any problems, you can always copy the files you backed
up from step 2 back to /opt/openbd/tomcat/lib

First, what is
the easiest way to upgrade tomcat with my openbd 1.4 installation on
Ubuntu 10.04 without braking anything?
Jordan will be the best person to answer this one, and hopefully this will
be something that we can document on the wiki as a result of this
discussion.
Second, will openbd run on
tomcat 7?
Yes.
