You need to tweak the JVM memory settings, if you installed Tomcat using the Viviotech installer the place these are actually set is in the Windows registry
Search for the Key JvmMs and JvmMx This will show you the Parameters for the service and you can play with your memory settings there http://wiki.openbluedragon.org/wiki/index.php/Peformance_Tips_for_Tomcat_and_OpenBD Discusses memory but as I said above the place you need to tweak with Windows Service is different.
