Thanks. I read that post. It's where I got the impression that
mod_throttle was out of date for Apache2, and that mod_bandwidth has
been unchanged since 2007. But I'll drill down some more.
To be clear; Nagios mimics an appliance? It sits between your network
access point and your first router? So the server needs two NIC
(ethernet cards), like the old proxy servers?

But I'm pretty sure solutions like Nagios and others have this
functionality as well, and would run on any old box you have laying
around.
