On Windows--and not just hating here, speaking from my own experience--you'd want 2 GB of RAM. As a point of comparison, Mura runs extremely well on OpenBD on a Standard VPS at Viviotech--specs here: http://www.viviotech.net/hosting/vps_hosting.cfm So with 1 GB of RAM and a 1GHz CPU, including running MySQL, it's great. I've personally found that Windows gets a bit angry if you try to give the OS less than 1 GB of RAM, so you wouldn't likely have enough left over to run everything else very well.
