With that config, I CAN in fact navigate to http://openbd1.local:8888/openbd2/
to get to openbd2's site.  Apache is shut down.  The only hosts in my
server.xml file are...

        <Host name="openbd1.local">
             <Context path="" docBase="openbd1" />
        </Host>
        <Host name="openbd2.local">
             <Context path="" docBase="openbd2" />
        </Host>

My file structure is set up as you suggested, with openbd1 and 2
directly under webapps.  One thing maybe worth mentioning, I've always
copied my bluedragon and WEB-INF folders for my sites from the default
ROOT directory that came with the installer.  Is there something
special there that could be screwing me up?
