FWIW, I could create datasource connections to my Cloudbees mySQL instance - while on the admin of my desktop OpenBD version. This setting would survive the war packaging and subsequent deployment to their app cloud. I'm just on the free sandbox there. So it IS possible, perhaps your experience is just a quirk with this provider, as Mats noted.
