Fixed issue 20496: ProcessMonitor-FormView, negative Timezone print well
DateTime
In Process Monitor window, opening form view, the startTime and endTime is
changed to our timezone (in the grid it is already done).
The problem is in the processColumnValue method of the ob-view-form.js. The
Date elements are processed AGAIN to be changed to our timezone and it causes
an error when our timezone is a negative timezone(UTC-1 ,UTC-2...).
References "Date" and "DateTime" don't need to be processed in
processColumnValue but "Time" reference has not been processed yet and it have
to be changed to our timezone in processColumnValue.

Fixes issue 20530: AccessibleEntities does not contain inaccessible entities
OB.AccessibleEntities is used to check if there should be a link in a title
field. If a user does not have access to the window that will be opened when
the link is clicked, that entity should not be contained in AccessibleEntities.
The initialization of AccessibleEntities has been modified, so if the window
related to an entity is not accessible by the current role, it won't be
contained in the list.

Fixes issue 20345: Code review changes applied
Now the field used to retrieve the language of the core module is ad_module_id
(0) instead of name ('Core', it may vary in the future). Instead of executing
the consult every time the language is needed, it is executed once and the
returned value is saved in a variable.
The year in the license has been updated.

Fixed bug 13691: Acct. schema unique constraint in several tables
Created new unique constraint in C_BP_GROUP_ACCT (C_ACCTSCHEMA_ID,
C_BP_GROUP_ID)
and added new error message.
Removed status from unique constraints in C_BP_CUSTOMER_ACCT and
C_BP_VENDOR_ACCT tables
Updated error messages beloging to these constraints

Fixed bug 20350: Included new AccountingTabs build validation
It validates client data and introduce alerts in case any of the
new database contraints introduced in #13691 affect client data.
The Cbpvendoracct build validation has been removed because it has no
sense anymore since #13691
