We are going to take a new release strategy with the stable branches,
compared to when we used Subversion. Similarly to "main", instead of
creating a stabilization branch we are going to freeze the stable
branch. Freezing means that only QA-approved pushes are allowed during
the QA period.

So to begin with, stable/2.40 is officially frozen. Developers should
commit locally and do a push when it is reopened. You'll be notified
about this.
