I'd say write in both:

- TODO-RELEASE in OpenBSC/OsmoBTS/whatever: "bump libosmo-X with change Y before release"

- TODO-RELEASE in libosmo-*: "change Y: blah-blah"

Unless someone can come with easier or more automatable scheme.
