3GPP MOCN for GERAN is a rather modern feature in terms of GSM/GERAN. So far
nobody has yet contributed related code to Osmocom. We would of course more
than welcome anyone contributing related patches/code, or funding related
development efforts. I believe it should be possible to do entirely
inside OsmoBSC without any changes to other parts of the stack.
