might have been a typo or a 'thinko'.  Where did you find that reference?

The closest I can think of is the old 04.07, and I don't see how that would
have any relation to LCLS.

23.284 is the most important spec for LCLS.  The so called "stage 2"
specs describe a given feature on a relatively high level, without going
into detailed message encodings or the like.
