In the interests of science, I went to the source of the pdksh
project and got the tar.gz for the version in question, 5.2.14
(from ftp at ftp://ftp.cs.mun.ca:/pub/pdksh/).

Lo, and Behold!  It produces the numbered list you see in Debian.

A few strokes of diff, and I discover that OpenBSD has changed
many, many things.

So if you want the Debian behavior (or other differences you note),
get the source, configure and compile it on OpenBSD and install it.

NOTE, I would take it easy on installing it as default shell, since
the original version might break something vital.

So Debian didn't change it.

I played with a couple of config options and couldn't get it to
give up the enumerated lists.
