Possibly because it is not properly part of OpenBSD.  

You can certainly try to run FIPS.EXE on your own and see what's what
with fdisk (either M$ or BSD). 

You will (AFAIK) have to install your own boot loader, such as grub
(I think) or maybe even the Windoze boot loader will work.  I don't
think the OpenBSD boot loader will work.  I think LILO can be made
to dual-boot Windoze and *n*x.

Somebody yell at me if I am in error!
