Yes, sure, this is exactly what happens with the bulk-build packages on the ftp servers. You can use an scp:// url in PKG_PATH, too - you need to specify the username since pkg_add runs as root. That depends if you might want to build them again (and if disk space is more of a problem than bandwidth). I tend to keep them around unless it's a space-limited system. (Actually I put /usr/ports/distfiles on NFS since I often build on a few different machine types).
