This is wrong (I think) in all template files.

This is a mistake introduced with configure_etc.sh. I added a comment to config.xml which exlains the usage.

Yes and this is the only usage of httpd_host and httpd_port.

No, but where does configure test the version of OpenSSL? configure should only test the features of OpenSSL but not the version.
