Might be worth looking at Net::Server (debian package libnet-perl IIRC).
I implemented a first version of a OpenCA server. It's quite simple with Net::Server. I don't commit it until now because it's quite unstable due to a problem with html redirection. So I will continue testing tomorrow. Perhaps I perform too many tests without restarting Mozilla but it looks more like a general problem with cookies, redirection and mozilla.
The good news is that OpenCA is on my computer (laptop) 3-4 times faster than before. This makes testing much more easier than before and I think it is a good reason to put it into the 0.9.2.

P.S. bad news is that we have to check all CGI->*url functions that we use to avoid wrong links.
