if I delete the two states, then mails are not enrolled to the RA, which is probably a better solution for me.
Yes, good idea. This is the best way to ignore mails. ENROLL_* are the options which control the exports to lower levels of the hierarchy. If the mails are not exported to an online computer then they can never be send (sometimes I lose the overview ;-) ).
