I'm not an expert of OpenCA but at least a fonction wouldn't be unavailable :
sending e-mails, at least the way it works now (direct call to program by
command-line). Also, import-export wouldn't be able to use tar files ;-)

But for the rest, since openCA is highly configurable and uses mostly Perl, why
not... Anyway, you'd need to install it from a previous unix installation and
then adapt paths (file:///c:/...) and also manually install perl modules by OpenCA.

And you would need a replacement program and replacement code for "make" when
rebuilding certs chain.

I guess the rest of the code is generic enough to be portable under windows, but
you would need to first fully explore the code, or to get a list of specific
unix-only features from the develoment team. I don't know openCA enough...

Anyway, you cannot even use cygwin with current install scripts, it is not a
recognized environment.

The big part with windows port is installation procedure/scripts.
