like michael statet before - u just have to change the config parameter 
for the cgi
so the url should look like this:

http://192.168.0.195/cgi-bin/scep/scep?operation=GetCACert&message=OpenCA
HTTP/1.0
this will work - or like statet too:
you can just rename "scep" to "pkiclient.exe"
whatever you like more ;o)
