Hi Michael,
i doubt, that the reason for the problems reading access_control/ca.xml are xml-parser related.
The file log.xml is interpreted just fine when starting the openca server. I changed the prefix in log.xml and it displays the new text in the syslog.

On startup, the files log.xml, token.xml and servers/ca.conf are touched.
The openca-server scans the directories servers, access_control and rbac at regular intervals, and on access to the web-server, it rereads the file servers/ca.conf, but it doesn't even try to open the files within the directories access_control and rbac. The permissions are set ok.
This is interesting. I added several better errormessages and fixed last week a small issue which results in not detected but failed fileloadings. I hope this is fixed in RC5.
