"Workflow" is the "real batch" which imports the CSRs from file and creates the Certs fullautomatic.
The other two allows you to make a kind of "Bulk processing" for certificates/crr requested via the webinterfaces.
So if we assume that:
Users A,B,C request a Cert via PUB, Operator "RA Operator" signs the requests on RA, than you can use "Issue" -> RequesterRole: User, OperatorRole: RA Operator to issue all certs with one step.
