that depends on the place where the keys get generated and stored
if the user used his browser to generate keys he can't reinstall the certificate since it depends on the key-pair, in this case you have to revoke and issue a new certificate


if the key-pair is servergenerated and the key is backuped or still available, then you can reinstall the certs and the keypair again of course ;) without revoking and requesting a new one
