Martin,
The xml_cache.log exists and is writable by uid nobody (=apache uid). No processes openca are running and the only .pid file created is xml_cache.pid.
Removing this file does not help either.

are you sure /ra/openca/var/log/xml_cache.log exists or can be
created by the process?
One thing you could try: kill all processes belonging to OpenCA
and delete all *.pid files in OpenCA's var/tmp directory.
Then try to start OpenCA again.
