I had this error several times in different installations. In my case it was caused by an empty file $MODULE_PREFIX/perl5/lib/XML/Twig.pm. Don't know why it was empty, but copying the file from source (src/modules/XML-Twig-3.09/Twig.pm) into the perl5/lib/XML directory solved the problem. Check if your $MODULE_PREFIX/perl5/lib/XML/Twig.pm has any content, if not replace it.
