I pull openca-base-1.0.1.tar.gz from:

ftp.openca.org:/openca/openca-base/releases/v1.0.1/sources

BUT it also looks as though 1.1.0 -tools ended up in the 1.0 
tree:

lftp ftp.openca.org:/openca/openca-tools/releases/v1.0.0/sources>
        cd /openca/openca-tools/releases/v1.0.0/sources/
cd ok, cwd=/openca/openca-tools/releases/v1.0.0/sources
lftp ftp.openca.org:/openca/openca-tools/releases/v1.0.0/sources> ls
drwxr-xr-x            -  2008-10-12 13:04  ..
-rw-r--r--         368k  2006-10-09 20:50  openca-tools-1.0.0.tar.gz
-rw-r--r--         388k  2008-10-12 13:00  openca-tools-1.1.0.tar.gz
lftp
