Okay. I have been looking at MetaCard today and will soon be experimenting
with it's UNIX CGI capabilities. The voting stack could be transferred to
MetaCard as is, except we don't own a full copy, but on UNIX the starter kit
of MetaCard can be used as a CGI by "impersonating" a shell. I'm interested
to see how this works. Doesn't really solve our problems though. :) It may
be worth ensuring that the correct headers are being sent.

It actually creates it's own form. Just point your browser to:
<the start of the URL>/vote.cgi
and it should produce one - except for the 8.6 bug...
