You are looking for troubles:

The "CryptoKit" product is the one and only official package 
that our government allows as digital signature management

There are no way to obtain API nor Libraries nor Doc, only
by mean of signing a NDA agreement. And I know that provided
info is far of completeness

Of course the provided api only works in some versions of 
MS-Windows. No unix/Linux nor java api are availables

This is a real case of monopoly abuse. No other provider are
allowed to create/shell products to manage the "official 
digital card" of our government

You'll find a reverse-engineered open source drivers for
OpenCard Framework and PCSCLite project

They are unstable and lacks of some features, but you can
start working on it
