This strongly suggests that the *server* doesn't accept the Yubikey
OTP as a 2nd factor. 🤷🏻‍♂️

It's extremely unlikely that OpenConnect, or any other *client*
software, can do anything about a *server* not being configured to
accept a specific 2nd factor for your account.

You'd need to talk to your VPN's administrators, and ask them to
configure the server to accept the Yubikey 2nd factor, in order to
change this situation.
