I have noticed this on some occasions as well, usually it means
a missing build requirement.
btw. softhsm is in epel, so you should be able to install it, but not
in EL5, as it is simply too old. Use EL6. Apart from botan, you run into a
missing CUnit, but most importantly, EL5 has an sqlite-3.3.x that's
too old for softhsm and opendnssec. While it is fixable for opendnssec,
(s/_v2//g) the pain with softhsm caused me to give up building it for EL5.
opendnssec itself is in "updates-testing" now on fedora and EL6:
