Within the distribution of OpenDNSSEC (the opendnssec-1.4.8.2.tar.gz) you
should be able to find it as:
opendnssec-1.4.8.2/enforcer/utils/migrate_1_4_8.mysql
It is normally not installed when you install this as "make install", so you
need to grab it from the distribution. If you are upgrading from a
pre-compiled package it depends on your distributor you are using to download
this from.
