When update-alternatives was part of opkg which got built in most nativesdk scenarios, this missing dependency wasn't an issue. We now need nativesdk-opkg-utils so we need to ensure the dependency is present in nativesdk cases.
This avoids build failures with the recent u-a move to opkg-utils.
