I've seen this too when building minimal distro with GLIBC_GENERATE_LOCALES = "en_US.UTF-8 en_GB.UTF-8 de_DE.UTF-8 ru_RU.UTF-8" but without appropriate IMAGE_LINGUAS. Removing GLIBC_GENERATE_LOCALES and rebuilding eglibc fixes this.
