maybe there was some sort of misunderstanding when investigating the
modules. The custom and elaborate templating from the account_banking
module which you mention provides a framework that you do not need to
bother when you just want to write a parser, for both import and export.
You can write a new parser in a couple of hours, and use in in the
tightly integrated environment that the framework provides (payment
reconciliation, automatic partner and invoice creation etc.).
