In a budget line, the "practical amount" is only computed using the entries 
which have the required analytical account and general account, but not entries 
from any of their children accounts.
This is inconsistent with the way budget lines are recorded: they can be 
related to analytic accounts of any type (view or normal), and budget positions 
can also be related to any type of general account.
Using view accounts in budgets is very convenient (fewer budget lines are 
needed, and you don't risk omitting any children).
But when you use view accounts, the entries are always in the children accounts 
and thus never counted in the budget.
