Tools.Survey: cancelling the 'Answer Survey' page, opens it again

Bug description:
Steps:
* go in 'Tools' application
* in menu, choose Surveys -> Answer Surveys -> Answer a Survey
* a popup opens asking you to choose a survey
* click on cancel
* the same popup opens again
* click on cancel
* the same popup opens again
* ...
