I have checked your issue.But it's not a bug.
Let me explain
As long as the audit is ongoing, extra entries may be added to the
financial year to close. To automatically have the correct balances,
OpenERP allows you to use the Cancel Opening Entries wizard. This wizard
will automatically cancel the existing opening entry.

Bug description:
The wizard needs a closed fiscal year, but only allows open fiscal years to
be selected.
The attached patch fixes the condition in the wizard.
