advanced filter "not contains" "is not" doesn't work for countries of
partners

Bug description:
Observed in latest, today's runbot v6.1 [server v4294, addons v7044,
web v2473]
To reproduce:
- Create a new database with demo data (I used runbot)
- install the French (BE) language
- select the language french (BE) for the current user
- go to the list of partners
- add an advanced filter, pays "is not" (est différent de) or "does not
contain" (ne contient pas) "Belgique"
- You still see all partners, including the Belgian ones
- Same thing happens with "Belgium" instead of "Belgique"
