"see all leads" members can't see all leads

Bug description:
In v7 any user assigned to the sale group "see all leads" will not be able to
see all leads because the group inherits from "see own leads" its permissions.
Quick fix is removing the "see own leads" group from the "see all leads" list
of inherited groups, however at every database update this change is lost.
In DB with many users this is a very cumbersome and nonsense manual fix to
do, it should be corrected in v7 stable package.
