Hello, I'm not sure the use case is incorrect.
You may want to have a base different than 1, so it does not seem totally wrong to have a EURO rate for 2012. Also it does not seem that the base check box trigger any behavior (maybe I missed something with my grep) … and you can have many row with base ticked. It is maybe a deprecated field but it is hard to say there is no doc or help attached to this field.
