[trunk/7.0] Portal user can't create or log messages on Claims

Bug description:
Login as demo, and add Demo Portal user as follower to an existing Claim.
Login as portal:
* try to create a new Claim: returns the error "Access Denied"
* try do log a message on the followed Claim: also returns the error "Access
Denied"
