l10n_it 2% tax has wrong code 22a, 22b instead of 2a, 2b

Bug description:
I noticed that the 2% italian tax has wrong codes 22a, 22b. I noticed
that because I'm adding codes for the new 22% tax and I need to free
this codes.
I am preparing the appropriate MP for this fix and for the new tax (in
a separate bug).
