First note, in the video you shared, the description of the product is in German but all the headers of the report (location, serial number...) are in English rather than in German. Second note, there are 2 reports for stock.picking.out : the one you are using in the video (delivery slip) and another one (delivery order) available as a button in some states of the picking (I'm sure it is available in "Done" state, but maybe also when the picking is "assigned"). That report is defined in the delivery module (shipping.rml) and the RML does not use setLang(picking.partner_id.lang) as picking.rml does in the stock addon.
