You confirmed my bug. Try this using OpenERP before August you will see that
Work Orders contains Scheduled dates just after creation of Manufacturing
Order. I generated Manufacturing Order from SO and running the scheduler. So
Manufacturing Order should be confirmed But just confirmed NOT started.
Scheduled Dates should appear for scheduling BEFORE Starting a
Manufacturing Order and BEFORE starting Work Order.
Please try it with version from 20130806 it worked correctly there.

Bug description:
OpenERP 7.0-20131007-231023, Ubuntu 12.04 postgres 9.1
Install fresh db with module mrp_operations.
Create products, boms, Workcenters, routings with operations.
If you generate MO the operations (Work Orders) doesn't contain
Scheduled Date.
It worked in build from openerp-7.0-20130806 but it doesn't work in
some subsequent nightly builds.
On the screen the black Work Orders were created using build from
August (openerp-7.0-20130806-231058.tar.gz). The red ones are created
using builds from late September and current
