Record rule 'Employee HR Analytic Timesheet' to restrictive?

Bug description:
We ran into write security errors on entering hours spent for a
project task. The group and privileges are configured properly and it
turned out that the record rule ' Employee HR Analytic Timesheet'
caused the error.
The definition of this rule is: [('user_id', '=', user.id)], (rule applies to
read/update/write/create)
which I interpret as 'The user can only manipulate timesheet lines
for him/herself'
The task where we encountered this bug had time registration of one
user (this went fine). The error occurred when a second user tried to
register timesheet lines appending to the existing.
Disabling the record rule allowed the time registration to go through.
