It doesn't skip rebuilding if the file is already there. I just tested that.

Well, I *think* I'm doing approximately the same things (minor differences, 
like I use 'cmake --build' instead of directly calling msbuild).

The Ilmbase build goes fine for me, but on OpenEXR it's hanging on "Generating 
b44ExpLogTable.h", it never gets past that step and after an hour Appveyor 
terminates my build process.
